What’s the Deal With This Cute Little Outdoor Spot in Selah?

If you live in Selah like I do, you may have noticed this little staged outdoor area next to the Viking Village and Wray's Marketfresh IGA signs off First Street in Selah. It was there last year, it disappeared over the winter, and returned this summer. It's got green turf, park benches, flower pots and even a tether ball. It's a cute little spot, but I have yet to see anyone using it ... maybe because it's just feet from the busy street?
