Popcorn
Popcorn is always a great idea. I've seen one restaurant do this where they offer free popcorn. Their gimmick was it was popped with bacon grease for full flavor, but any popcorn is fine so long as it's free.
Chex Mix
Often a holiday classic snack mix, but you can eat this mix any time. Sure, you probably legally can't called it Chex Mix but it's a great salty snack and something to pick at while waiting for your meal.
Potato Chips
Sure, many places have chips and salsa, but even potato chips can be a great thing.

Pretzels
Some places have those soft pretzels on the appetizer menu but I also love the hard pretzels as well. Offer them soon as you get seated.
Cheetos/Cheese Puffs
Along those same lines of something you can't really get full from eating, but they sure are tasty.

Best with all of these, from a business standpoint, is they're all pretty salty so when you offer something like this, it'll get people to order a drink outside of the free water. Works every time.
