You can drive and take calls, drive and film, drive and vlog, all without worry so long as your phone is in a secured mount in your car.

However, when you use your phone while holding onto with with your own hand, thus making you drive with only one hand on the steering wheel, that's when it gets iffy.

(i) Holding a personal electronic device in either hand or both hands;
(ii) Using your hand or finger to compose, send, read, view, access, browse, transmit, save, or retrieve email, text messages, instant messages, photographs, or other electronic data; however, this does not preclude the minimal use of a finger to activate, deactivate, or initiate a function of the device;
You see several videos on YouTube, TikTok, Instagram, and other platformers where someone is driving and singing to the radio or driving and vlogging about their day or something mundane like that, and ask yourself if it's even safe.
So long as that phone is in a mount in their car, which more often than not it seems to be, that's fine.
It's when they're holding onto it with their hand that could score them a fine.
