Yakima Installed Speed Bumps, Then Immediately Removed Them. Huh?

Our friends at the Yakima Herald-Republic recently published a story about how city of Yakima work crews installed speed bumps and then removed them, all in the course of one week. (Read the story here) This happened on North 53rd Avenue between Englewood Avenue and Scenic Drive.
